SB250 AMENDMENTS UP
 
SB250 has been amended.  Here are some things to remember as you make your calls and visits to legislators today.
 
This DOES affect responsible people
 
Anyone participating in a dog event uses a collar that doesn't include a tag.  This bill says you are in violation if you are not wearing a tag on your collar; the definition of "properly licensed" says the dog must be wearing a tag.  Thus everyone who participates in a dog event in California is in violation of the "care and concern" portion of the bill. 
 
The bill specifically addresses and does not require that there be a written notice of the denial and revocation and a reasonable opportunity for appeal.  Florez has chosen to make due process an optional item for the local jurisdiction.
 
This bill does not exempt from 'roaming at large' dogs that are processed under the federal Pet Evacuation and Transportation Act of 2006.  So if this were in effect right now, hundreds of dogs in California would be in violation.
 
This will cost more money
 
Department of Finance opposes.  In Santa Cruz where this has been in effect for 15 years, the costs are 174% per capita as high as they are for the rest of the state.  Communities that used to be served by Santa Cruz have gone elsewhere for Animal Control; they could not afford the high costs.

And because more dogs are impounded, Santa Cruz had to build a new shelter.

When faced with the costs associated with this bill, many people cannot afford to pay the fines, court costs, time off work (if there is even an appeal process in place) and then sterilization
 
No nationally respected organization supports this

AVMA opposes MSN of owned dogs 
ASPCA opposes MSN of owned dogs 
Even HSUS, which supported AB1634, does not support this bill.  They are right here in Sacramento and they have not been pushing the bill and would not sign on as a supporter.  Why?  Because since AB1634 more people have looked at the data and found that MSN kills more dogs and costs more money.  If the California numbers skyrocket, HSUS does not want that to hurt them nationally.

SOME OF THE SPECIFICS
 
The following definition of a working dog was provided to Senator Florez by experts in the field so that all appropriate dogs could be exempted.  He declined to use the definition or anything appropriate.
 
"A working dog, performing his duties, under the control and supervision of owner/handler shall not be considered at large while performing his duties. A dog being trained for work shall not be considered at large while being so trained under the direct and positive control of his owner or custodian.  Working dog duties include, but are not limited to, herding, hunting, retrieving, search and rescue, law enforcement, obedience, agility, tracking and other trained behaviors.  Dogs being exercised under the control of their owners or custodians in public areas designated for animal exercise shall not be considered at large."
 
With the latest amendment from Senator Florez the following dogs are at-risk as the performance of the work requires them to be off lead and without a collar and dangling tag:
 
Search and Rescue dogs
Cadaver dogs
Tracking dogs
Dogs participating in movie and television productions
Dogs participating in obedience trials
Dogs participating in agility competitions
Dogs participating in hunting tests
Dogs participating in conformation shows
Dogs participating in tracking events
Dogs training for any of the above
Out-of-state dogs that are in California for training for more than 30 days other than for field training.

It provides no exemption for people who breed the law enforcement dogs and service dogs for future generations.  Canine Companions for Independence believes that passage of SB250 will increase the wait for a trained service dog from them (and they breed their own dogs as well as getting dogs from responsible breeders) from 2 years to 5-8 years.
 
There is no provision for dogs that are roaming due to natural disasters (fires, wind storms, earthquakes).  These are counted as irresponsible acts even though the Pet Evacuation and Standards Act says animals must be saved along with people. 
 
There is no "statute of limitations".  A puppy that gets out at 8 weeks and then is loose again 8 years later triggers the action for sterilization of that dog and other intact dogs owned. 
 
There is no requirement for an appeal process with written notice of  a revocation and a reasonable opportunity to respond.  This is given as an option.

Service Dogs Will Not Be Available.

Every service dog organization in the State gets puppies and semen from people who breed dogs; even the two with their own breeding programs.  Without that inflow, the wait to get a service dog will double or triple.  Fourteen of the sixteen organizations in California get their dogs from breeders.  This bill shuts them down.  All service dogs are altered; an exemption for those dogs is useless.
 
These types of regressive laws always affect the poor and economically and physically disadvantaged the most.
 
There is no requirement for free or low-cost services to be available and no exemption for those below the poverty level or on unemployment.

This is without a doubt the most dangerous piece of dog legislation that has been proposed and it will affect every single CDOC member. 

If you will be in Sacramento Tuesday or Wednesday, you can meet us by the "Bear" at 10:00 am.

Call and send a letter to your representative.  Use the Save Our Dogs easy letter; you don't even know who your representative is.  Go to the CDOC website for the Send a Letter Page.  This should go to your friends and family.

Call every day.

You can help with money as well.  This money is being used to help get the Easy Letters printed and to the legislature.  It is being used to pay for briefing books for Sacramento staffers.  It is being used for DVDs for the legislators.  It is being used for handouts for members and other interested people who want to visit their legislators.  Every penny is going to the fight against SB250.  So please continue to participate.

If there was any doubt about how many more dogs will die if SB250 passes, the City of Los Angeles has resolved those for us.

The proponents would say that this 24% increase – owned dogs that were killed by the City – was due to the economy.  But when you look at counties with worse economies, more poverty and higher foreclosure rates, you see that there is one thing that is different about the City of Los Angeles.  Mandatory Spay and Neuter.  And who brought that to us?  Judie Mancuso.

My history in Collies

My history with Collies is much shorter than with Dalmatians but the journey has been smoother thanks to all the lessons learned with the Dals.

I got my first collie in 1999. I was at the tail end of a rocky marriage….. I wanted to name my new boy  " D- for Divorce 🙂

Liam  is a beautiful smooth blue boy that won back to back WD his first weekend out and then turned out not to be able to assimilate his little world…… He retired from the show ring needing a couple of singles. He lives a nice life on the ranch. It was very sad that this boy did not turn out but I don't tolerate or want to deal with bad temperaments and I don't make excuses for bad temperaments either.

Next I bought a WILD ( In a good way) tri smooth bitch from Society Collies.  Claire is my foundation bitch… and a very nice line bred girl at that! I give the breeders before me lots of credit in breeding Claire as it gave me a solid foundation to start with. Coming from Dalmatians movement is VERY important to me. I am of the thought that a Collie should be able to move. Most Collie breeders are so concerned about head detail it drives me crazy!!!! A collie can't work sheep if it can't move!!!! And temperament is equally important to me.

I wanted to breed Claire and keep a smooth bitch. So I looked and looked and decided that I wanted to do a grandfather/granddaughter breeding. We tried to breed her to her grandfather Harrison and it didn't take. I was pretty disapointed but I do KNOW that everything happens for a reason!!!

My good friend Diana asked me to watch a few of her dogs when she went to the CCA National. Seabiscuit was one of those dogs….. I fell in LOVE!!!!! Every time I was near him I thought " THIS is what a Collie is supposed to be!!!!!"

When Diana got back I told her that I wanted to breed Claire to Seabiscuit!!!! She said " Are you sure???" I said "YUP!!!!" So I did. Seabiscuit is named after a racehorse so we used that as our theme for this litter.

Claire had 8 puppies. Of that litter 3 went to show homes and 3 finished….. and multiple Group placements and BoV's!!!

I REALLY wanted a smooth sable bitch….. There was one a rough tri boy that REALLY wanted a short, fun and overweight "mommy". This tri boy was pretty persistent!!!! I would call the pups and they would all come running doing the jumping up pick me up puppy dance around me….. I would look around and see the tri boy was not in the mix. I swear he would wait until he had my attention and then he would come flying towards me doing the most beautiful flying extended trot and land in a perfect 4 square pose and throw his neck back!!!! As if saying " LOOK AT ME!!!!!" Am I not ALL that!!!!

 I placed the sable smooth bitch with a WONDERFUL family!!!! They named her " Gal" Ch. Easy To Spot Gallorette HIC. She quickly earned her championship and now does herding, rally and Obedience!!!

So needless to say I kept the little rough Tri showoff !!! I named him "Cole" Ch. Easy To Spot Whirlaway RN HIC . Cole has been a dream!!!!! He is everything plus some that I ever wanted!!!!! Cole just stares at me with the most loving and adoring eyes and to be truthful that is the was I look back at him! Cole has the perfect blend of his parents temperaments, his movement is picture perfect, beautiful outline.

Diana wanted a rough sable bitch with a full white collar. She was there helping me during the whelping….. She had already left thinking Claire was done and at 7 pups there were no sable rough bitches. 5 mins. after Diana had left out comes a rough sable bitch!!!! I called Diana and she turned around to come and see her new little girl!!!! She named her "Tirzah" Multi BISS Ch. Entais ETS Charismatic HIC and this little bitch was everything Diana had hoped for minus the full white collar.

Diana and I co-bred a litter with Tirzah. Luckily Diana and I share very similar thoughts on breeding, what we are looking for, raising, feeding and vaccinations…. the only area we really differ on is she LOVES the roughs and I LOVE the smooths!!! She seems to enjoy the brush, brush, brush, spritz, spritz, brush, brush, brush… and me??? Well not so much!!!!

We both went to the CCA National to look at stud dogs. We both finally decided to do a dual sired litter with BISS Ch. Southland's Bowen Island ROM and a double dilute Wyndlair Avalanche. The litter of 4 were all sired by Avalanche. I was a little sad but again I know EVERYTHING happens for a reason!!! Diana kept 2 puppies and I kept 2 puppies.

I have a vision and certain long term goals with where I am going with the collies…..

My search for a smooth bitch to breed to Cole has been a very heartbreaking road. I waited 2 years to get a smooth puppy girl and when she finally came I was in LOVE!!!!! She was everything I wanted….. the problem was she had a bad heart!!! I only had her for less than week but I was crushed!!! The breeder opted to put her down so I did. This dog game can be brutal!

I then got a blue smooth girl and she was lovely but paddled something awful in the front. I decided that is not something I can work with or something I want to introduce to my program. So she is now in a wonderful home with 3 great young boys.

From the minute I started looking at Collie magazines that Diana had I was ALWAYS drawn to one dog….. Andre. I find it funny that 10 years later that is still the case.

Cayden didn't quite turn out the way we had hoped so we nuetered him and found a wonderful home for him. He is a happy boy.

Diana and I were at the CCA 2010 and saw Cayden's litter brother Edge. He is stunning! He ended up going WD at the national from the Bred By class!!

I don't have many litters so I have to be very particular with the breedings I do. I am adamant that I get ANY puppy I breed comes back to me, no questions asked, if for whatever reason the family can not keep them any longer. So in each litter I have potentially more dogs. Luckily I have only had a few come back to me for various reasons and have rehomed them in great homes.

This story is still unfolding and I look forward to many more years of wonderful Collies and new Collie friends!!!!!

I got my Homer my very first Dalmatian in 1985. I was working for the studios as an animal trainer and the company I worked for bought 2 puppies for a pilot that we were going to work on. The TV show was about a PI that had a dalmatian puppy as a sidekick. So we bought two puppies  so they could double each other. I got one of the pups and named him Homer the other pup was named Sherlock. The pilot was canceled before we even shot one episode!!!! That's OK I still kept my wonderful pet!!!

Homer was the best dog and the worst dog all in one. He was truly a fun dog but I was a novice pet person so he got away with tons of stuff.

"Homer" Hapi-Dal Easy To Spot . This photo made it into the AKC breed book. I got the letter telling me about it on the day I had to let Homer go to the rainbow bridge.

He was my constant companion and helped me get through some pretty tough times in my life. Homer was always there…. when my Dad got sick, trying to find my way through this world as a young adult, some lonely valentine's days and my divorce. Homer taught me so many great lessons and started a passion within me that still burns to this day. Dalmatians and showing dogs.

Homer was structurally not the best put together dog. He had beautiful open markings but was refined and very straight in the rear. We did manage to get one point. I decided to neuter him and get a show puppy.

A lady I had met who had helped me with Homer had a litter of puppies. She had a 3 month old little bitch that she was growing out. I saw her and fell in LOVE!!!!! Lyra of Dotzink Dalmatians didn't give me an answer right away when I asked her if the puppy was for sale. Glad to say that Lyra did sell me the beautiful puppy and I named her Holly. Lyra had already registered her Dotzink's Diamonds and Pearls.

Holly had the BEST temperament. She was the Alpha in my house for over 12 years. Her and Homer were worth there weight in gold and I never fully grasped how vital a fair alpha dog and bitch are to a pack until I lost them both. Holly had lots of nice things about her her. Her main fault was a low tail set. Funny how that is still one of my biggest bugaboos along with no angles in Dals to this day.

Jodene Wilhoit contacted me and wanted to breed her bitch Stormy to Louis. That was pretty exciting because I thought Stormy was a lovely bitch.

That litter produced 8 puppies. I took a stunning black and white puppy that I co-owned with Jodene that I named Hannah. Hannah finished her championship in no time with Best of Breeds and group placements. Jodene kept a boy from this litter and named him Merlin. He also finished his championship.

The next litter I had was Hannah and GE. This litter taught me some VERY important lessons. I had always had wonderful temperaments
on my Dalmatians so I never really thought about it. This breeding gave me just what I wanted in structure and spotting and movement but did not have stable temperaments. I really had to stop and reassess my breeding program. I put down almost the entire litter and the stud   dog too. Now when I do ANY breeding temperament is at the top of my list!!!!

Hannah seemed happier with Jodene so Jodene kept her and whelped her second litter sired by Mickey. Mickey is a dog that I co bred with Lyra and Mickey has a stellar temperament. This was a black to black breeding with no livers that we could remember in the pedigree. Well we were quite surprised when we got 3 liver puppies in this litter!!!! We did some research some 8 generations back and found a liver. I kept a little liver bitch that I named Sydney. She became the princess the second she walked in the door!!!!

I adore this little girl. Sydney is a little on the dark side with a deep rich color of liver. She has 5 points and won her class a DCA in 2005. I have always wanted to win a pitcher from the DCA and I did!!! And what makes it even more special is that Sydney won it!!! Sydney has done a fabulous job in the whelping box. She had 3 litters and I was very happy with all three litters.

Sydney's first litter was with "Marshall" Ch. Chessman's Above The Law. My Grandmother had just passed and Sydney was due to whelp any day. I was afraid that I would miss the funeral if Sydney started whelping. Sydney was a good girl and ended up whelping on on my Grandmother's birthday!! I named this litter with the theme of Heaven. From that litter I kept "Ella" Easy To Spot Oh My Heavens! who is my VERY drivey agility dog.

Sydney's second litter was with "Denny" Ch. Signature Kalon Cetina Say What. I kept a liver girl who needed 5 singles to finish her championship. Aquinnah is GORGEOUS!!!!! She truly hated the showing. So She is now living with a great family with 4 young girls and a Dal sister named Izzy. I get photos and she is much happier with her new family. Chase also finished his Championship and is starting to work on his Rally titles. He is also a trail dog.

So I began looking for a sire for Sydney's third and last litter. I really loved quality of Sydney's first two litters and after seeing what Sydney consistentley produced it gave me a better idea of what I was looking for in a stud dog. I went to the DCA national and went over LOTS of dogs and talked with their owners and breeders. I came home with one choice that stood out above the rest. Slade is a Stevie son that took my breath away.

There was one hitch. Pam Fisher only breeds to bitches with titles. UGH!!!! So at the age of 7 Sydney and I started her Rally career! I had said I would NEVER do obedience again….. Once again the lesson of never say never strikes again. Sydney got her Rally Novice title in 3 shows and her first Rally Advance leg and then came into season….. I bred her to Slade and she had 10 puppies. All 10 were bi-lateral hearing!!! I named this litter using the theme of Never.

By the time the pups were 4 weeks old I picked the puppy I was keeping and by the time the pups were 5 weeks old there was another little pups that decided she was staying with me no matter what!!! The puppy I chose to keep was "Dax" Easy to Spot Never A Dull Moment and the puppy that chose to keep me was "Grace" Easy To Spot Never Look Back!!!! Dax has Won a Best in Sweeps and has 3 majors and 4 major reserves. Grace has one major and is singled out to date. I am working with Grace to be my up an coming agility dog. She is sooooo much fun!!!! Dax will work on his Rally titles and grow up and hopefully be a special.

This was a whole bunch of fun to go back and look at old photos and it brought back a flood of wonderful memories. All the friends I have made along the way are beyond priceless. The people that are still a part of my life… and all because we shared a part of our journey together…. all because of the dogs.

I think of all the wonderful puppy people I have had the pleasure of sending a puppy to be a part of their family. It just warms my soul to see the photos and hear the stories of one of my puppies living a wonderful life full of love and the endless joy that they bring to their families lives.
